 Donor agencies and governments HIV high burden countries have been discussing 'sustainability' and 'transitions' - meaning increasing domestic funding for HIV, decreasing donor assistance and strengthening local health systems in the context of UHC/PHC. This discussion and implementation of plans to be less reliant on donor assistance for HIV is more important than ever. What should countries that currently receive large amounts of donor assistance through PEPFAR and the Global Fund do?
